It seems to me that this comic plays with the fact that CPs in Half-Life 2 will always cal for backup, no matter how small the threat. You could be wandering through City 17 and see this.
CP: *sees a crow*
Crow: Caw
CP: *jumps behind a box* 11-99! Officer needs assistance!
Yeah that's a bit exxagerating but you get the point
